Planning Board Recap – January 28, 2025

At this meeting, we reviewed two agenda items related to different aspects of the same project.

1) CPCC Fire Training Facility Proposal
CPCC has proposed adding a fire training facility to its Merancas Campus. The plan includes a classroom, a burn building, and a “cold” building for non-active fire training. Because training fires (which burn only hay bales and pallets) have the potential to produce smoke, this project requires a Special Use Permit (SUP). For an SUP to be granted, the applicant must demonstrate that a specific set of requirements can be met.

After review, the Planning Board determined that the applicant had not yet met the burden of proof and recommended denial of the SUP.

2) Rezoning Request
The second part of the project involved a rezoning request to change the property from Campus Institutional and Neighborhood Residential to Special Purpose – Conditional District. This change also included modifications to certain buffer requirements. The Planning Board determined that the modifications aligned with the spirit and intent of the ordinance and therefore unanimously recommended approval of the rezoning.

Why Deny One and Approve the Other?

While both items are part of the same project, the SUP process is distinct. In many ways, it serves as a trial run for the applicant, allowing them to gather additional data before presenting their case to the Town Board.

Overall, the Planning Board recognizes the value of having a fire training facility in Huntersville—one that the HFD and other North Meck fire departments could utilize. Personally, I look forward to seeing the applicant meet the high standards required for approval!
